In Dong Cho has a B.A. in politics and master’s degree in public administration from Seoul National University. He holds a second master’s degree in public administration from the University of Georgia, USA. Mr. In Dong Cho has worked for the Seoul City for 24 years. In his past roles, he has served as Director of Planning, Director of Organization, Director of Tourism, Director of Cultural Assets and Director of Evaluation. He has also served as Director-General of Planning & Coordination in 2009-2010.

In Dong Cho is the first Director-General of Seoul Innovation (2012~2014). Recently has become the Vice mayor of Seodaemun district in Seoul where he built the foundation for creative municipal operation. Previously, he introduced the MBO system in Seoul city administration (1998) and established the Public Service Quality Evaluation System (2002). Since the inauguration of the current mayor, Mr. W.S. Park, Mr. In Dong Cho has been leading a number of innovation projects such as Sharing City Seoul project, Community Formation project, Human Rights Promotion project, preventive and strategic Public Conflict Resolution project, and others. He not only prepared the sharing city platform, Seoul Sharing Hub, but also propelled various key innovative projects like Seoul Innovation Park building project and Transparent Apartment Community management project.
