David Allen is Head of Business Development and Special Projects for the Asia Pacific region at Bombardier Transportation, with the mandate to market, sell and deliver turnkey railway systems and services. Mr Allen began his professional career in 1986 as an Associate at Dechert Price & Rhoads, an international law firm focusing on mergers and acquisitions, securities regulation and corporate compliance. Two years later, he joined one of the partners in establishing a practice dedicated to railway industry and Bombardier’s business. He joined Bombardier as an employee in 1995, taking responsibility for all contractual and commercial aspects of the Kuala Lumpur Advanced Rapid Transit Project, and took over the position of Project Director in 1999. In 2001, Mr. Allen was appointed Vice President, Contracts, for Bombardier Transportation North America with special responsibility for the Amtrak’s Acela high-speed programme and, in 2003, was appointed Vice President, Contracts for the worldwide activities of the Total Transit Systems Division, based in Pittsburgh, PA, USA. In July 2008, he moved back to Kuala Lumpur as Vice President, Asia Pacific region for the Systems Division, with a mandate to establish a regional organization for that division and in 2014 stepped into a broader role as Head of Business Development and Special Projects with an emphasis on development of Bombardier Transportation’s presence in South East Asia. David Allen holds a Bachelor of Laws Degree LL.B (Hons) from Exeter University. In 1994 he qualified as a Barrister at the Inns of Court School of Law and in 1986, he was awarded the Juris Doctor (JD) professional graduate degree at the Duke University School of Law.
